I believe this for two reasons
1) John Normal was found by the BOIS killed by the collector, with both of his hands removed, seems like a gang style message to the puppeteer. John said that Tony was right about Jack, he was too stupid. This implies that he was on Tonys "team".
2) This one is a less concrete tie to tony, but more concrete connection to Rodger. Rodgers guy with the robo arms says Tonys line. He says "you army?" "I knew a guy, he was a ranger in the army"
